IR welcomed everyone and explained the night’s agenda.

 

1. General discussion on last meeting

 

Discussion regarding the presentations that were given at last meeting.   Everyone was impressed by the information given.

 

IR gave updates on the project at the Newcastle site, as well as the operational facilities at Altona and Bell Bay .  

 

IR also spoke about Marstel’s new acquisitions at Port Alma and Bundaberg that were purchased from Mobil. Group is interested in the nature of work required to re-commission these new facilities. Aim is for Marstel’s Engineering Manager, Jeff Hibbert, to provide a presentation at the next meeting on the work undertaken so far.

 

 

 

 

2.   Review of Actions arising from Previous Meeting Minutes ( 11/08/08 )

 

 

Cotton Mills Development

 

The appeal at VCAT was rejected.   Q.C reported that the Council and VCAT agreed that the site is not residential.  

 

Another application has been received at Council for 120 student accommodation units in Napier Street . Application is being considered.

 

Suggestion from the group that an enlarged local map be available at the next meeting so that members could gain an appreciation of location of new applicant relevant to Marstel’s Coode Island site – Action IR

 

 

3. Environmental Improvement Plan.

 

Items for updating:

 

1.2        Phenol Scrubbers- Performance Testing completed during September ship discharge.   Results well within EPA Licence conditions.

 

1.3        Leak Detection and Repair – no leaks picked up, ongoing program.

 

1.4        Emission Reduction Program not applicable – to be deleted from the new Environmental Improvement Plan.

 

2.1     Pressurized sewer connection- item completed and to be removed from EIP.

 

2.4     Re-use of captured rainwater from Marstel’s site after normal testing procedures have been completed. One pre-tested load was donated to local sporting club for ground watering.

 

3.1     Quantity waste produced – is minimal.   IR is gathering data to calculate 2008 quantity.

 

4.1    Utility Usages: Data to be located on system for graphs – Action IR

 

6.1     Emergency Response Plan – Plan reviewed as part of the Safety Case review with slight adjustments to be done.   Action: IR to bring new Safety Case to next meeting.

 

7.1    Environmental Improvement Plan – Group is reviewing at every meeting. Suggestion from V.G. that as a part of the revised EIP Marstel could consider supporting a community based environmental project next year. IR indicated that Marstel as a company will soon be in discussion with some local groups regarding an appropriate program to support. IR to update progress at the next meeting.  

 

7.3    Environmental Management System: Marstel are completing items required for an effective EMS in conjunction with P.J Ramsay consultants.  

 

8.1    Minutes posted on the website- IR communicated to the group that the minutes will continue to be posted on the website as soon as possible after each meeting. Minutes available at Marstel Terminals Australian News

 

 

4. Operations Report

 

IR presented the highlights of the Coode Island operation over the past three months and expanded on some points.

-           Safety Case reviewed an d revised and submitted to Worksafe for assessment.

-           Solenoid Valve failure on air compressor – maintenance program instigated to ensure timely replacement of valve in the future.

-           Melbourne University Students “audited” site as a part of their Environmental Engineering studies. Outcomes to be tabled at next meeting – Action IR

 

 

5. Other Business

 

  • When Industry is Your Neighbor – no further update available – action T.P.

 

  • QC - EPA restructuring from 15/12/08 – future client contacts may change. System going to “speciality” teams.

 

  • Environmental Management System for Marstel Coode Island – accredited license work to recommence.
